A Building Permit is a license that grants legal permission to begin construction of any new structure, addition or renovation. It is issued only when the plans for construction comply with the Ontario Building Code, the Municipality of North Middlesex zoning by-laws and other applicable laws and regulations.

Middlesex Centre offers building permit services to local residents and businesses, and to residents and businesses in Lucan Biddulph, Adelaide Metcalfe, Southwest Middlesex and North Middlesex.  Each municipality has their own fees and by-laws. While the general information is applicable to all, the fee and by-law information on their site is specific for Middlesex Centre.

Building Permit Fees

The building permit fee is determined by the square footage of the project and is paid at the time the Building Permit is issued. Additional fees for services such as servicing infrastructure (water, sewer, storm), Development Charges, and deposits for public property may also be required.

Inspection Information

  • Inspection information will be provided with all permits.
  • Please ensure that inspection requests are made at least one day in advance.
  • Inspections are generally conducted in the afternoon.
  • To book your inspection, use the inspection option in the online Cloudpermit system, or contact the municipal office at 519-294-6244 or email Wayne Ysebaert @email.

Residential Permits

Residential- New Home Construction

Building permits are required for all new single-family dwellings.

Required Forms:

Information you’ll need to provide with these forms:

  • Site plan indicating the location of the proposed building, including setbacks to property lines and grading plan approved by the developer’s engineer if within a subdivision
  • Construction plans including structural and architectural details
  • Roof truss drawings, stamped by an engineer and marked reviewed by your designer
  • Heat loss and duct design
  • Septic system design and permit (if applicable)
  • Clearance from the Conservation Authority if you plan to build in a regulated area
Residential- Renovations & Additions

Building permits are required for all additions to residential buildings and most renovations. Renovations such as finished basements, installing roof-mounted solar panels, installing new plumbing appliances, changing types of heating systems, etc. require building permits.


Required Forms:

Site plan indicating the location of the proposed addition, including setbacks to property lines and septic system (if applicable)

  • Construction plans
  • Building layout plans
  • Evaluation of septic system (if applicable)
  • Heat loss calculations and duct design (if applicable)
  • Drawings specific to the project
  • Roof-mounted solar panels will require engineering for the connection system and an evaluation of the supporting building by a professional engineer
  • Clearance from the Conservation Authority if you plan to build in a regulated area
Residential- Accessory Buildings & Decks

Building permits are required for all accessory buildings (greater than 15 square metres) such as sheds, decks and detached garages.

  • Site plan indicating location of proposed building, including setbacks to property lines and septic system (if applicable)
  • Construction plans including details pertaining to footing, framing, posts, beams, rafters, floor joists and guards (for decks) and building height
  • Clearance from the Conservation Authority if you plan to build in a regulated area
Residential- Swimming Pools

Building permits are required for all swimming pools which are capable of holding more than 24" of water.

  • Site plan indicating location of proposed pool, including setbacks to property lines, fencing detail and location of pool equipment (which must be a minimum of five feet from the property line)
  • Clearance from the Conservation Authority if you plan to build in a regulated area

Agricultural Permits

Agriculture Buildings - Livestock & Manure Storage

New and expanding livestock buildings and manure storages must comply with the Minimum Distance Separation (MDS) formula provided by the Ministry of Agriculture Food and Rural Affairs (OMAFRA).


You may contact the local OMAFRA Office (London, 519-873-4070), a Nutrient Management consultant or the Building Department to determine what setbacks would apply to your operation.

Prior to the issuance of a building permit for a new or expanding operation or manure storage system, a Letter of Approval will be required from OMAFRA. Please contact OMAFRA for further information in this regard.

Required Forms:

  • Construction drawings (designed by professional engineer for buildings greater than 600 square metres and all manure storage) truss drawings (stamped by a professional engineer).
  • Letter of approval from OMAFRA
  • Site plan indicating location of proposed building, including setbacks to property lines, wells, septic systems, buildings and natural areas.
  • Clearance from the Conservation Authority if you plan to build in a regulated area.
Agricultural Buildings - Not Housing Livestock or Containing Manure Storage

Building permits are required for all farm buildings such as grain bins, silos and drive sheds.

Required Forms:

Information you’ll need to provide with these forms:

  • Construction drawings (designed by professional engineer for all grain bins, silos and buildings greater than 600 square metres). Truss drawings (must be stamped by a professional engineer if trusses used)
  • Site plan indicating location of proposed building, including setbacks to property lines, wells, septic systems, buildings and natural areas.
  • Clearance from the Conservation Authority if you plan to build in a regulated area.

Other Permits

Sewage Systems

All sewage systems with the exception of portable toilets (Class One Pit Privies) require building permits for both new installations and repairs/replacement of existing systems.

  • Sewage System Design (by Professional Engineer, unless very simple soil conditions exist) including soil information
  • Site plan indicating location of proposed sewage system, including setbacks to property lines, wells, buildings and natural areas
  • Clearance from the Conservation Authority if you plan to build in a regulated area
Signage

Building permits are required for all signs referenced in the Building By-law.

  • Site plan indicating location of proposed sign, including setbacks to property lines. Clearance from the Conservation Authority if you plan to build in a regulated area.
Demolition

Demolition permits are required prior to the demolition of any building with the exception of farm buildings. Burning structures may be an option at the discretion of the municipality’s Fire Chief.

Prior to demolition, please ensure the following:

  • Obtain Demolition Permit
  • Disconnect all services (hydro, telephone, gas, cable, water sewer, etc.)  Return water meter to the municipality (if applicable). Contact the Fire Chief and Fire Dispatch at 519-661-5615 prior to burning.
  • Upon completion of demolition, owners are responsible to contact the building department for inspection and the tax department for a request for reassessment.
  • The site must be levelled and graded upon completion of demolition.
